Prepare rice according to package directions. Set rice aside once cooked.
Heat oil in a large pan or wok.
Add chopped carrots, minced garlic, minced ginger, onion, and chilli flakes. Cook for approximately 2 min.
Add capsicum, corn, and green beans. Cook for approximately 2 min.
Add cooked rice, pepper, and soy sauce. Cook for a further 2 min.
Toss in spring onions take off heat and serve.
