Pre-heat oven to 200°C. Line a 12-hole muffin pan with paper patty cases.
Sift flour and baking powder into a medium sized bowl; stir in butter, oil, water, vegetables, cheese, salt, pepper, and herbs. Divide mixture evenly across patty cases.
Bake approx. 25 mins; until just browned on top. Stand muffins in tray 5 mins; turn out onto wire rack to cool.
